* Plans, awards, and administers simple and complex procurements inclusive of all types under the Federal Acquisition Regulation (FAR).
* Performs all aspects of contract administration.
* Maintains skill in oral and written communication and is responsible for attention to detail in all work assignments.
* Serves as lead negotiator.
* Serves as business consultant to program officials for procurement planning.
Above duties are at the GS-12 level. For the lower grade level, incumbent will perform a wide range of tasks described in the above duties, but at a lower level of work designed to further develop and refine the knowledge and skills of the incumbent. Assignments will typically combine productive work with on-going training and instruction. Supervision received at the lower level will be closer with oversight and review being provided more frequently.

**SPECIALIZED EXPERIENCE REQUIREMENTS**
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.
**Specialized experience for this position is defined as:**
GS-11:
Experience performing contracting activities to include acquisition planning, market research, solicitation, evaluation, negotiation, award, administration and close-out of contracts. This experience may have been gained through such activities as developing solicitation documentation, contract administration, utilizing negotiation techniques, on competitive or sole source type contracts.
GS-12:
Experience performing contracting activities to include acquisition planning, market research, solicitation, evaluation, negotiation, award, administration and close-out of contracts of a complicated or complex nature; and experience applying new or innovative acquisition or source selection plans, negotiation strategies, and contract terms. This experience may have been gained through such activities as developing solicitation documentation, formal advertising, and contract administration, negotiation techniques, on competitive and sole source type contracts. Experience handling contracts of a complicated or complex nature. Tasks performed must have included reviewing procurement packages for accuracy and completeness, evaluating bids/proposals, negotiating contract modifications, and drafting contract award documentation including selection reports.

1. Knowledge of principles of acquisition planning and experience in developing and implementing plans to procure multiple-year programs or systems.
2. Skill in negotiation techniques to conduct contract negotiations involving high level business, industry, scientific, and/or Government officials.
3. Knowledge of contract administration and termination regulations and techniques.
4. Skill in effective oral communication.
5. Skill in effective written communication (including computer proficiency).
6. At the GS-12 level-Knowledge of new or innovative acquisition plans, source selection plans, negotiation strategies, and contract terms.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.
